What is ArabVoc?
As an outcome of the successful Mubarak-Kohl-Initiative (MKI) in Egypt an 'Arab-Online Institute for TVET (Technical and Vocational Education and Training) - and Labour Market Research and Development' (ArabVoc) is suggested, serving the Arab countries and representing the region in the international arena. The institute is regarded a milestone for future HRD on the road to the Arab-Knowledge-Society. Special thanks and respect is paid to the League of Arab States and to the Alexandria Library for constructive collaboration.

The institute is conceived a virtual mobilisation, coordination and support facility without an own costly research infrastructure and it corresponds politically, socially and economically in a close manner with the needs of the region.
TVET-research and labour market analysis, preparation and enforcement of HRD-policies, presentation of the Arab region in the international discussion and building research-capacity in the region, for the region and by the region are the central and priority tasks. Therefore existing R&D-capacities will be combined efficiently and promoted or supplemented if necessary on a project basis.

The Arab countries are facing similar development challenges such as the need for economic and technological growth, job creation versus unemployment, privatization and market orientation, the need for public-private sector partnership, improvement of education and of social conditions etc.

ArabVoc is one endeavour aiming at uniting Arab efforts and closing the increasing knowledge gap in R&D specific to TVET.

ArabVoc is an innovative attempt to establish the current missing institutional framework that links research, academic institutions with the production base, and establishes qualitative and quantitative public and private sector engagement and investment in R&D.

ArabVoc will be the only genuinely Pan-Arabic institution, which will also remain dedicated to the goal of consciously transcending all barriers to research and combating the fragmentation of knowledge production.

ArabVoc will have in its networks, a diverse collection of TVET-Community members drawn from the different disciplines and also reflecting the different generations of Arabic TVET specialists and developers.

ArabVoc will assist in networking in the Arab world itself and also between the Arab world and the rest of the world.

ArabVoc will project the Arabic voice e.g. through a consistent policy on the publication and dissemination of the output of Arabic TVET community.

Ministry of Foreign Trade and Industry

The next year will see the implementation of the first program to reform the technical and vocational training with finances worth more than LE 600 million, said Minister of Foreign Trade and Industry Rashid Mohamed Rashid.

He added that the program is meant for upgrading the performance level of the Egyptian labor to catch up with world standards.

The program is co-financed between different parties such as the World Bank which offers a grant worth $ 5.5 million and the European Commission which offers a grant worth 33 million euros in addition to the Egyptian government which provides for half cost of the project finances.

Rashid added that the program aims at upgrading the labor's performance in the industry, tourism and reconstruction sectors which absorb heavy labor.

Rashid stressed that the vocational and technical training reform program includes two main projects.

I: The first project aims at reforming the vocation and technical training polices with a cost of 66 million euros over six years.

II: The second project is meant for promoting labor skills in the small and medium-scale projects with a cost of $ 12.5 million over four years.
