An Overview

The Ministry of Administrative Development has prepared an administrative reform program to achieve the goals of the economic and social development plan for employment generation (Akeel, A. 2000).

Objectives of the Reform Program

 

Improve the standard of performance of the government administrative system and change the administrative methods applied in its units.

Render the administrative system capable of dealing with the requirements of an era of free investment.

Face the negative effects of administrative bureaucracy.

Pay attention to the public and to eliminate the difficulties it faces in dealing with the government.

Improve performance standards and promote skills.

Enhance human performance in the government system through the use of modern technology.
 

 

Characteristics of the Administrative Reform Program

 

Reorganizing the state administrative system and improving its organizational and functional structure, with a focus on top management.

Addressing the problems of the labor surplus in the administrative system and creating functional structures to achieve optimum use of the work force.

Rationalizing job structures and developing remuneration, incentive and bonus schemes.

Developing government service performance to facilitate the public’s dealings with government authorities.

Selecting top administrative leaders.

Modernizing government management by establishing advanced databases and of government activities through automation.

Restructuring the State Administrative System.

Rationalizing of employee numbers in the government system

Rationalizing job structures and developing remuneration, incentive and bonus systems

Challenge

 

The percentage of women in top management posts in the government sector does not exceed 16% of the total number of such posts.
